Personal Electronic Device Policy

In alignment with Governor Tina Kotek’s Executive Order No. 25-09, Astoria School District has adopted a policy restricting the use of personal electronic devices during the school day.
This policy is designed to support student mental health, reduce classroom distractions, and ensure that every student has the best opportunity for academic success.

Personal Electronic Device Policy

What Is a “Personal Electronic Device”?

A personal electronic device is any portable, electrically powered device that can make or receive calls or text messages or access the internet using cellular data (independent of the school network)

This includes but is not limited to:

  • Cell phones and smartphones
  • Smartwatches and smart glasses
  • Web-enabled flip phones
  • Cellular-capable tablets and e-readers
  • Connected headphones or earbuds

Not included: District-provided Chromebooks or laptops used for academic purposes.


Key Policy Details

ELECTRONIC DEVICE USE & STORAGE

Student use of personal electronic devices is prohibited from the start of regular instructional hours until the end of regular instructional hours (“bell to bell”).

  • Devices must be turned off, stored away, and kept out of sight in backpacks or lockers throughout the school day, including during passing periods, lunch, and restroom breaks.
  • Students may not keep devices in clothing pockets or on their person.
  • Students may access their devices before school, after school, or off campus when not under school supervision.

COMMUNICATION WITH YOUR STUDENT

If you need to communicate with your student during the school day, please contact your school’s front office. Staff will help relay important messages.

During emergencies, please rely on official district communications through ParentSquare for accurate information. Please ensure your contact information is up to date with our school to receive these notifications. Direct calls or texts may interfere with safety procedures or emergency response.


How to Request an Exemption

Use of a personal electronic device may be permitted when it is specifically required for:

  • Medical reasons: A healthcare provider’s written order for the care or treatment of a medical condition
  • Individualized Education Program (IEP) or Section 504 Plan: When a student’s plan includes device use
  • Approved exemption: A written request submitted using form JFCEB-AR, reviewed by school administration

Families seeking an exemption may submit the JFCEB-AR Request for Personal Electronic Device Exemption form to their building administrator. Requests will receive a response within ten school days.

Appeals can be made to the Superintendent.


Consequences for Violations

Students who use or display personal electronic devices during instructional hours will be subject to disciplinary action consistent with district policy.

  • Discipline will not include loss of instructional time (such as suspension or expulsion) for possession or use alone.
  • Repeated or disruptive use may result in additional restrictions or storage requirements.
  • Serious misuse (e.g., inappropriate photos, videos, or online conduct) may result in additional discipline and possible referral to law enforcement.
